Open Doors is a city-led storefront vacancy program designed to transform vacant spaces into vibrant community destinations. The initiative connects Kansas City property owners with small businesses, artists, makers, and cultural organizations to create engaging pop-up experiences in preparation for the 2026 World Cup games (June 11–July 17, 2026)

  •  Through this program, small businesses and artists are paired with property owners to transform empty commercial spaces into vibrant temporary storefront shops. These shops are high-impact retail spaces meant to create vibrant destinations near Downtown and surrounding neighborhoods.

  • We are seeking private commercial spaces in Downtown Kansas City, along the Streetcar line and in entertainment districts. A vacant storefront is a commercial space, typically on the ground floor, that is not currently occupied or in use. Ideal spaces are street-facingeasily accessible, and visible from the street, with display windows that encourage public engagement.

    • Spaces of all sizes are eligible, but priority will be given to those under 8,000 sq. ft.

    • Preference for micro-retail spaces under 1,000 sq. ft.

    • Located downtown, near entertainment or commercial districts, and along the streetcar line

    • Zoned for retail, food, or beverage use

    • Require minimal tenant finishing

    • Owners may apply for multiple properties, submitting a separate application for each

    • Pop-up activations will last a minimum of 3 months, with the option to extend up to 6 months

    • All activations must occur during May, June, and July 2026 (World Cup period)

    • Matching will be based on space sizeactivator type, and collaboration potential (first-time storefronts, existing businesses, or partnerships)

    • Property owners must cover utilities and garbage removal during the pop-up period

    • Owners must maintain the property and ensure it remains in good condition

    • Pop-Up Activators must carry their own insurance

    • Selected property owners must sign a letter of intent to remove the property from the market from selection through March 2026

    • All pop-ups must be activated between May and July 2026

  • If you have multiple eligible properties within the desired boundaries, you may apply to be a host for each one. You will need to submit a separate application for each property

  • Selected Pop-Up Hosts will receive a lease subsidy stipend to cover a portion of the monthly lease amount, helping to offer a reduced lease rate to pop-up activators. The program targets spaces 8,000 square feet or less that require minimal tenant finishes.

    Host Requirements for Stipends

    • The lease subsidy stipend will be paid directly to the property owner (Pop-Up Host).

    • The remaining lease balance will be paid by the Pop-Up Activator directly to the property owner.

    • Property owners may continue to list the property for lease during the activation period.

    • Property owners must sign a letter of intent to remove the property from the market during the program partnership (from selection until March 2026).

    • Property owners must cover utilities and garbage removal during the pop-up period.

    • All properties must comply with city building codes and permits.
